ECM Certification
The VUZ Group (VUZ Slovakia, s.r.o. and Výzkumný Ústav Železniční, a.s.) offers complex services and solutions in the field of rolling stock assessment and certification, including certification of maintenance systems and maintenance functions of entities in charge of maintenance (ECM certification).
ECM Certification
= certification of maintenance systems of entities in charge of maintenance pursuant to Directive (EU) 2016/798 of the European Parliament and of the Council and Commission Implementing Regulation (EU) 2019/779.
The output of ECM certification is a certificate of compliance of the entity in charge of maintenance of vehicles or a certificate of compliance for maintenance functions (ECM Certificate). With this certificate, the ECM (Entity in Charge of Maintenance) declares that it has established its maintenance system and is able to meet the requirements set out in Annex II of Commission Implementing Regulation (EU) 2019/779, thereby guaranteeing the safe operating condition of every railway vehicle for the maintenance of which it is responsible.
The maintenance system consists of the following functions:
a) management function
b) maintenance development function
c) fleet management function
d) maintenance delivery function
The ECM is always obliged to perform the maintenance management function, or to supervise and coordinate all the maintenance system functions (this function may not be delegated). Only the other maintenance functions b) through d) do not have to be performed by the ECM itself and may be contracted to other qualified entities.
Commission Implementing Regulation (EU) 2019/779 makes it mandatory to have a designated ECM entity for all rolling stock and at the same time, from 16 June 2022, only the holder of a valid ECM certificate can manage and carry out maintenance of rolling stock.
VUZ Group secures ECM certification through a team of auditors with long-term practical experience (the team of auditors of the defunct ECM certification body of the University of Žilina).
