Rolling stocks assessment (NoBo/DeBo)
We evaluate railway vehicle strength, running characteristics, anti-derailment safety, braking characteristics, passenger conditions, vehicle equipment and noise emitted while the vehicle is standing, accelerating, and running. We issue EC Type Examination Certificates. At the same time, we assess key listed rolling stock parts (interoperability constituents), to which we issue separate EC Type Examination Certificates after they fulfil the relevant requirements. Moreover, we assess installation of on-board constituents on locomotives on the component and subsystem level in accordance with Directive (EU) 2016/797 of the European Parliament and of the Council on the interoperability of the rail system within the European Union related to the „Control Command and Signalling“ subsystems.
The basic requirement for assessment and certification of locomotives and passenger rolling stock is the Commission Regulation (EU) No 1302/2014 concerning a technical specification for interoperability relating to the “rolling stock – locomotives and passenger rolling stock” subsystem of the rail system in the European Union. In the field of assessment and certification of freight wagons, it is the Commission Regulation (EU) No 321/2013 concerning the technical specification for interoperability relating to the subsystem “rolling stock – freight wagons” of the rail system in the European Union and repealing Decision 2006/861/EC.
The process of certification of railway vehicles and their parts includes also manufacturing audits performed at the rolling stock manufacturers’ production sites, where the manufacturer demonstrates its capability to perform serial or large-scale production of the approved rolling stock type or approved rolling stock component type through their own certified quality management system in accordance with CSN EN ISO 9001. A successful audit is completed with issuance of the “Quality Management System Approval” and “EC Certificate of Verification of the Subsystem” documents.
In case the manufacturer does not have their own quality certificate in accordance with ISO 9001 issued by an accredited certification authority, VUZ can certify the quality management system in accordance with CSN EN ISO/IEC 17021-1 for the TSI needs through its non-accredited quality management certification authority.
Based on the applicant’s requirements, we can also perform manufacturing routine tests of railway products and then confirm a positive result by issuing an “EC Certificate of Conformity” or an “EC Certificate of Verification”.
CCS TSI defines requirements for interoperability relating to on-board “Control Command and Signalling” (CCO) subsystems of rolling stock. We perform evaluation of conformity with the CCS TIS requirements both for designs of installation of on-board GSM-R voice radio stations and ETCS installation.
